The result of such a situation is that where delivered with the honest intention to seek public opinion on certain matters, Public Hearings have been documented to produce satisfactory and considerate outcomes, including establishing the formal link between popular preferences and the government responsibility to act on them. Yet, due to the lack of provisions for public supervision in the process of delivery of Public Hearings and implementation of the decisions that eventuated, and despite the (excessively) slow process of amending and improving relevant laws and guidelines and media coverage of Public Hearings, there is enormous latitude for interested officials to manipulate the delivery of a Public Hearing in order to push forward their preferred solution, or even to avoid conducting Public Hearings at all. This is what reportedly still happens very often, and for the same reason, Public Hearings have generally failed to increase the accountability of government departments and leaders.12

The variations in the quality of procedures and outcomes of Public Hearings addressed in this analysis suggest the selective and targeted use of Public Hearings. Despite the maturing legal and regulatory framework for the delivery of Public Hearings, enlisting citizens in exercising power through participation remains contingent on the calculation of local authorities as to whether public participation is desirable for administering a certain issue. The scope of public input and the degree to which public input is incorporated into decision-making process remain ultimately controlled by the party-state.
